Signed manuscript where Ramon Hernandez del Mazo, Intendent of Mexico City transmits the decree of the Ministry of Treasury of 26 October 1821 regarding correcting the problems of revenues from tobacco due to contraband and prohibiting the sale of leaf or cigars and cigarettes.
